According to Legiscan, HB618 states :

"The Commissioner of the Department of Corrections may enter into contracts with any one or more foreign governments for the confinement of inmates, on behalf of the State of Alabama, in public or private institutions in that foreign nation."

Is This Right of Wrong?

To think that the state of Alabama could have the authority to ship incarcerated people off to another country is unsettling for some. The idea raises so many relevant questions.

How does this help the state? What happens to their loved ones who wants to pay them a visit? How will those incarcerated persons remain safe during international transport?

The last and most important question to most people is simply, is this right or wrong to do?

HB 618 Bill Status

Currently, Legiscan has HB 618 listed as "Pending House Ways and Means General Fund." The bill was originally introduced during the 2025 Alabama Legislative session on April 29th.

HB 618 has not been signed into law in the state of Alabama, but it's currently a possibility it could be. If passed, it would be completely legal for incarcerated persons in this state to be shipped off to another country to serve their sentence.
