Henry Ruggs was traveling at 156 mph and "slowed down" to 125 mph when the collision happened.

Tina Tintor, 23, was killed along with her beloved dog.

She was only a couple miles from home. Ruggs is on film living it up and partying just before the deadly crash.

He reportedly yelled at police officers on the scene and refused sobriety tests. He was seen at TopGolf resort in Las Vegas in the hours before the crash.
